RL Phillips provided this homeland defense project overall network security architecture and certification and accredidation support. JPEN was a project managed by Northern Command (NORTHCOM) and the system development is at SPAWAR Systems Center in San Diego, CA.

Navy- Marine Corps Intranet: largest intranet in the world

PEO C4I and Space : Wireless, web services-based collaberation applications and mobile applications for Operational Effects Programs

RL Phillips is an instrumental leader helping the PEO C4I and Space to use innovation and experimentation to develop solutions for today's warfighter. Examples include developing a new VPN applcation, comprising a hand-held weather collection and reporting application that operates over a secure short-haul wireless network. The application takes weather data and [streams] it into a central cluster of [IBM mainframes]. RL Phillips was instrumental in redefining the entire workflow of navy weather information, and through it's application develoment, provided quick solutions to the US Navy and US Marine Corps.

Veterans Administration (VA)

Our engineers provided overall security architecture engineering for the design and development of a Public-Key Infrastructure (PKI) plan for the roll-out of certificates across the VA enterprise. In addition, RL Phillips provides vulnerability assessment to key VA sites.

US Marine Corps Program/System Information Security Certification and Accredidation

Our team supports the Marine Corps Network Operations and Security Command (MCNOSC) in Quantico, Virginia in providing computer network defense of the Marine Corps Enterprise Network (MCEN). Our team provides key networking expertise and network technologies to expand and enhance the services to the warfighter so that the network is developed as a weapon to achieve decision superiority.

RL Phillips provides systems engineering support to assist with implementation efforts and visits Marine Corps sites for both Non-Classified Internet Protocol Router Network (NIPRNET) and/or Secret Internet Protocol Router Network (SIPRNET), in an effort to assess compliance with DoD Information Technology Security Certification and Accreditation Process (DITSCAP) Certification and Accreditation (C&A) requirements as defined by the site System Security Authorization Agreement (SSAA). RL Phillips reviews site SSAAs and conducts site visits to ensure specific security solutions have been implemented. Based on the findings, RL Phillips provides an analysis of trends, lessons learned regarding areas of strength and areas needing improvement.

Past USMC MCNOSC Experience

RL Phillps personel were initial members of the United States MCVI (Marine Corps Virtual Intranet). They designed, planned, and fielded Phase One of MCVI. Consisting of 27 TimeStep Permit/Gate 7520 VPNs, 1 Entrust 4.0 PKI Root CA (Certificate Authority), 1 Master ICL i500 Directory, 4 Remote ICL i500 Directories, and PERMIT/Director 2.0. Developed Training Material, Provided On-Site Instruction and Support of DSID (Deployed Support Interdiction Device) VPN to Fleet Marine Corps for Exercise and Real World (War Time/Peacekeeping) Operations. Developed CONOPS (Concept of Operations) Doctrine and Security Policy for MCVI.

Member of MCEN (Marine Corps Enterprise Network) Regional Security Suite Upgrade Team. Replaced/Upgraded Gauntlet Firewalls; Cisco Routers and Switches. Installed 35 Security Suites (2 Cisco Routers [Screening and POP Routers], Primary and Secondary Domain Name Systems, Gauntlet 4.1 Firewall, and BSD 3.0 operating system), on the Marine Corps Enterprise Network infrastructure. Upgraded the Security Suites to Gauntlet 4.2 and BSD 3.1. Managed 12 remote Security Suites daily. Implemented robust extended access-lists on Screening and POP routers to provide packet-level security to the Marine Corps Enterprise Network. Designed, optimized, and managed Marine Corps Enterprise Router Network consisting of over 100 Cisco Routers. Supported multiple protocols to include RIP, EIGRP, BGP, IP, and tunneling and Banyan Vines. Upgraded all Authoritative Domain Name Systems from Bind 4.1 to Bind 8.2. Primary Administrator for the USMC.MIL domain and 40 sub-domains. Trained over 70 Security Technicians throughout the Marine Corps on the Security Suite.

Information Security (INFOSEC)

Our team provides Computer Incident Response, Vulnerability Analysis and Assistance, and Incident Measurement protect services to fleet and shore establishments. The RL Phillips team supports FIWC for directing the defensive information warfare program, including detecting and responding to computer attacks.
