Capabilities

The enterprise management capabilities of RL Phillips extends through systems, security and network management initiatives. With a wide breadth of technology expertise and focus on federal IT services, RL Phillips' capabilities have drawn from a host of strategic initiatives.

Infomation Assurance—hands on experience with large federal enterprises

We have a group of senior engineers providing Information Assurance Services in several key areas of large federal enterprises. These services include:

Proving Center Lab for large federal enterprises
RL Phillips played the lead role in the initial build out of the Information Assurance Proving Center Lab. RL Phillips was lead member of a chartered a team of contractors based out of San Diego to establish a lab to support the Integration, Testing, and Certification of Information Assurance solutions prior to their inclusion into the NMCI Enterprise. RL Phillips received a Bill of Materials for the equipment required to build the lab environment. RLP then built the Rack Elevations, developed the I.P. Schema, and developed an initial project plan for the staged build out of the Information Assurance Product Lines.

Test and Integration Support
RL Phillips is responsible for Testing, Integration, and Certification of new Information Assurance solutions as they are fielded from Engineering. RL Phillips plays the lead technical role in developing document reviews/redlines, and functional test plans to ensure that IA solutions from Engineering work as they are intended. Additionally RLP provides key engineering support to Engineering in the event IA Solutions do not work as intended. RLP has successfully discovered significant flaws and provided integral engineering feedback to fix several solutions to include:

•  Valicert PKI Servers
•  Cisco Secure Intrusion Detection Systems
•  Secure Web Access
•  Outlook Web Access
•  Raptor Firewalls

RL Phillips Engineers are the Team Leads for the NOC's Green Team Vulnerability Assessment team. The team provides services to support the detection and mitigation of vulnerabilities as they are discovered in the NMCI.

On Site Support
RL Phillips supported Interim Authority to Operate (IATO) and Interim Authority to Connect (IATC) for NAS Lemoore. RLP provided key technical guidance to establish the initial connection to the NMCI for NAS Lemoore. Upon discovering several network failures in the architecture RLP engineers assessed the solution and worked to correct configuration errors on the Boundary 2 Firewalls that resulted in the awarding of IATO and IATC for NAS Lemoore.

Policy and Procedure Expertise
RL Phillips provides engineering support developing Firewall rule sets to support the entire enterprise. Based on the work RLP performed during IATO and IATC, our customer discovered that they required full time senior engineering support to work with the government assurance team to develop customized rule sets for NMCI sites. RLP is now chartered with not only developing Firewall rule sets for Legacy Applications, but for all firewall rule sets across the Enterprise .

RL Phillips has developed an Enterprise Boundary 2 (B2) policy which will allow for 99% of all legacy applications that had previously failed testing due to the B2 to now pass LADRA testing thus reducing the number of quarantined applications.

Information Assurance (IA) Leadership
RL Phillips is the IA technical lead for the Legacy Security Improvement Pilot initiative. This pilot was established due to the fact that the initial focus of NMCI was seat migration . Server migration was an arena that had little focus to this point in the project . Tools such as Securify, Nessus, EtherPeek, and others have been utilized to get a snapshot of the current Security Posture of the legacy networks and to validate conformance to Naval Policies. The information gathered will be utilized to make informed decisions into ways to improve the security of the legacy networks.

RL Phillips is the IA technical lead for the Intra-NMCI reach - back solution. During the transition phase into NMCI it was found that there were many sites that have enterprise applications which service sites that have yet to transition, the servers need to continue reside in the legacy. Thus, the Intra-NMCI reach - back is a necessary step to accomplish during the transition phase of the migration into NMCI. What has been developed is a means which facilitates NMCI sites to utilize any B2 that is local to the legacy server resources needed once they transition.

RL Phillips provides key IA support to the Production Support team. RLP engineers have successfully sponsored key solutions through the NMCI Fast Track process to include Netscreen OS upgrades, and Group Policy Object changes. RLP provided emergency IA support to sponsor patch inclusion for zero day exploits of NMCI's SendMail solutions.

Securify Network Management Expertise:

For over a year the RL Phillips team has worked with the Securify team to solidify our position as their key technical partner in the Federal space. Securify was recently chosen by the Navy as a standard product in the NMCI domain. They specialize in providing traffic analysis and network monitoring solutions that identify acceptable versus questionable data streams.

DII COE

RL Phillips has experience in the overall archtitecture of the Defense Information Infrastructure Common Operating Environment. In addition, our engineers have successfully developed COE compliant applications.

C4I Systems Architecture (Command Control Communications Computers and Intelligence)

RL Phillips led the innovation and research for the Operational Effects Program office at the Program Executive Office for C4I and Space. RL Phillips has several years experience with leading information technology and C4I systems.

FORCEnet/Web Services

Navy's web services-based infrastructure, including TCPIP, IPV6; a platform for Sea Power 21; SPAWAR program. RL Phillips is currently supporting the Space and Naval Warfare Systems Command (05) with supporiting the development of web services architecturs.
